In 2021, Afghan university students were evacuated through the efforts of the Afghan Future Fund (AFF) and the Government of Qatar through its Qatar Fund for Development (QFFD), supported by a dedicated group of NGOs and higher education institutions.

In order to create a long-term education solution for displaced and vulnerable Afghan students, AFF began a dialogue with the Education Above All Foundation (EAA). Out of this collaboration, a ground-breaking program was established through which 250 displaced Afghan students have been awarded scholarships for up to three years to complete undergraduate and graduate studies in the United States. This scholarship has come to be known as the Qatar Scholarship for Afghan Project (QSAP).

QSAP is part of QFFD’s wider Qatar Scholarship Program;The Institute for International Education (IIE), which oversees multiple leading international scholarship programs as well as student and scholar rescue initiatives, serves as the administrator of the program, with ongoing support from Schmidt Futures and the Yalda Hakim Foundation.

Our efforts combine the passion, resources, and networks of diverse global education advocates and organizations who are united in their commitment to give Afghan refugee students a chance to complete their education and start a new life. More than 40 U.S. higher education institutions have agreed to participate in the program.
